The right to portability is often confused with the right to access: a consumer/client/employee asks for a copy of their data. For all that, the spirit of the text was quite different, the objective being to encourage data controllers to develop interoperable formats and to avoid imprisoning the data subject in a service.
In practice, how can this right be implemented and how can its organization be democratized among the various actors?
